On December 6, USTR published a Federal Register notice on sugar trade surplus determinations for countries with trade agreements providing potential access to the sugar U.S. market.

Costa Rica, the Dominican Republic, El Salvador, Guatemala, Honduras, Nicaragua, Colombia, and Panama were all found to be net exporters of sugar in calendar 2018, and thus eligible to export sugar to the U.S. under their respective sugar TRQs.

Chile, Morocco, and Peru were all determined to be net importers of sugar, so they are not eligible to export sugar to the U.S. under their sugar TRQs.
